What for tens nations tear off billions dollars, pounds, francs, yuans from the medicine, construction, social programs that some{a little bit} person within several days, and even hours have done some flying hardly above planes? What sense in this mad aspiration to stars? Why death of Baikonur - tragedy greater{big}, than disorder of free-of-charge medicine or fading of the Armenian children from a dystrophy?
It is possible to speak about benefits of space: about mapping, geodetic investigation, military space, but it only conversations for the inhabitant to whom any step forward is a superfluous rouble of expenses. The same, pleased destructions of space, does not speak, who managed this rouble and who has finished medicine and well-being of people to today's position.

Everything is known, that is done{made} in the defensive industry, and the army including, to the state does not bring incomes. In this plan this part of a national economy - only затратная, and half of all incomes of the country goes on that this part lived and function in the mode established{installed} earlier. We shall assume, that nothing has changed now - this part exists, lives, but does not make arms and space systems. All participated in this sector contain, as well as earlier, with support of the state. Then, like by definition, fifty percent{interests} worked in this manufacture together with their families and sphere of social security should live, as before - it is good, but not working. Other half working on "freeloaders", should, like, still to stick and live " badly as earlier ". So why there lives badly the majority of the population of the country? Триумф

Нет, триумф был. В 1949 и 1953 гг. - гордость за страну, за тех, кто своим научным и трудовым подвигом дал возможность почувствовать себя под защитой с рождением ракетной и ядерной техники. Был - в 1957 г. после выхода на орбиту первого спутника Земли. С него, с этого запуска, началась новая эпоха в развитии культуры и техники. Ликовали в 1961 г. со дня сообщения о первом полете человека в космос. Разве этого не было?
Через несколько десятков лет после запуска первого искусственного спутника Земли 4 октября 1957 г., после первого космического полета человека 12 апреля 1961 г. и после того, как 20 июля 1969 г. Нил Армстронг ступил на поверхность Луны, рождается потрясающая мысль о неспособности Человека на нынешнем этапе повторить подвиги почти минувшей эпохи и, более того, об отказе его от передовых проектов.
"Московские новости" торжественно заявили в 1991 г.: "Сегодня все осознают, что эпоха "великих космических свершений" закончилась вместе с породившей ее системой. Так же, как и другие деяния, вроде поворота рек. Когда-нибудь, может, и станем свидетелями полета людей на Марс, но сегодня нас одолевают иные заботы...
Король умер - король пустозвонной пропаганды. И да здравствует король космической выгоды, коммерции, король лучшей жизни для людей" (Леонид Никишин). Наконец-то! И для каких людей? И кто это - "все, которые осознают"?
Спросите сегодня человека на улице: нужно ли летать русским в космос?
Зачем десятки наций отрывают миллиарды долларов, фунтов, франков, юаней от своей медицины, строительства, социальных программ, чтобы несколько человек в течение нескольких дней, а то и часов полетали чуть выше самолетов? Какой смысл в этом безумном стремлении к звездам? Почему смерть Байконура - трагедия большая, чем развал бесплатной медицины или угасание армянских детей от дистрофии?
Можно говорить о выгодах космоса: о картографировании, геодезической разведке, военном космосе, но это лишь разговоры для обывателя, которому любой шаг вперед - это лишний рубль затрат. Тот же, радующийся гибели космоса, не говорит, кому достался этот рубль и кто довел медицину и благосостояние людей до сегодняшнего положения.
И что бы ни говорили они, никишины, остановка - это деградация общества.
В нынешнем состоянии ракетно-космической промышленности сказалось общее падение производства, но оно воспринимается как особо ужасное в силу "особого" в свое время положения отрасли. У 70% находящихся на орбите космических аппаратов истекли гарантийные сроки. К 1994 г. при потребности в 36 новых ракет-носителей смогли изготовить только 9. С прошлого года запуски производятся с использованием носителей из неприкосновенного запаса. Начатые в восьмидесятых годах разработки космических систем практически полностью остановлены из-за отсутствия средств, отставание от ранее составленных графиков накапливается до 7-10 лет и продолжает увеличиваться.
Центральным стал тезис об избыточности научно-технического потенциала оборонных отраслей. На базе ведущих предприятий предлагалось создать 5-8 крупных конкурирующих корпораций. Предполагалось, что эти корпорации должны завоевать большой пакет негосударственных заказов как внутри страны, так и за рубежом.
Проявились нежелание многих специалистов отрасли и невозможность большинства предприятий работать в "рыночных" условиях. До сих пор, как отмечает "Коммерсант", по материалам которого составлена эта часть тезиса о российской космической отрасли, большинство представителей руководящего звена никак не могут сделать окончательный выбор между национальной гордостью и экономическим практицизмом. Хочется читать "практицизм", а читается "капитуляция".
Перераспределение фондов из космических программ, уже сейчас видно, результатов не дало и его эффект призрачный. Как теперь говорят, "...космос тоже придавили, но колбаса от этого не появилась у людей на столах".
А все началось тогда, когда какой-то дурак заявил, что все беды и наши страдания от чрезмерных расходов на космос и оборону.
Тогда где же высвободившиеся деньги? На самом деле - где деньги?
Можно согласиться, не вступая в спор, что на оборону и космос "милитаристское государство" тратило треть своего бюджета, пусть даже пять десятых.
Известно, все, что делается в оборонной промышленности, и армия в том числе, доходов государству не приносит. В этом плане эта часть народного хозяйства - только затратная, и половина всех доходов страны идет на то, чтобы эта часть жила и функционировала в установленном ранее режиме. Предположим, что ничего не изменилось сейчас - эта часть существует, живет, но не производит вооружения и космических систем. Все участвовавшие в этом секторе содержатся, как и ранее, на средства государства. Тогда, вроде по определению, пятьдесят процентов работавших в этом производстве вместе с их семьями и сферой социального обеспечения должны были бы жить, как и раньше - хорошо, но не работая. Другая половина, работающая на "дармоедов", должна, вроде бы, по-прежнему вкалывать и жить "плохо как раньше". Так почему же живет плохо большинство населения страны? Если же к этому добавить, что реально деньги у "дармоедов" все же отобрали, а производство остановили, то возникает вопрос: где отобранные деньги? По идее, они должны перекачаться тем, кто раньше гнул горб на "дармоедов", но опять же вопит большинство - нет денег. Где они?
Конечно, процесс экономического управления более сложен, чем здесь представлено. Но хотелось бы, чтобы нам рассказали и показали, что и кто получил от удушения космоса. И кто эти люди? Не те ли, которые строят коттеджи "коммунизма", которые оккупировали лазурные берега Багамских островов, которые обучают своих детей в Англии, Швейцарии... Да что там... Эта лирика только для того, чтобы каждый постарался все же задуматься над великим обманом эпохи.
Складывалось впечатление, что закапывание "Энергии" происходило с ведома и под руководством ЦК. Когда я выразил опасение, что идущие в кругах разработчиков споры могут привести к тому, что "Энергии-М" не будет, а будет днепропетровская "37-ая", то получил вразумительный ответ: "Неужели ты думаешь всерьез, что будут эти ракеты? Ни той, ни другой не будет..." Значит, к началу 1989 г. определилась однозначная линия руководства страны по отношению к космосу. Мы оставались в состоянии споров между собой и не подозревали, что оказались заложниками этой политики.
Второй раз наш министр в конце 1990 г., при смене руководства КБ "Южное", сказал: "Было бы тебе известно, что в дальнейшем днепропетровский куст мы развивать не собираемся. Сочувствую тому руководителю, который будет свидетелем гибели этого КБ..."
Конечно, конверсия так или иначе привела бы к сокращению круга ракетных центров. Но выводить за пределы этого круга гиганты - это задача сверхвысокого уровня. Уровня ответственности не только перед работающими, но и перед потомками.
По некоторым признакам разворачиваемая эпопея захоронения основ космической отрасли шла по большой программе. По соображениям, видимо, идейным.
В декабре 1991 г. Государственный Совет СССР упразднил Министерство общего машиностроения. Перед этим сообщением было опубликовано интервью последнего министра, где он высказался за нецелесообразность существования этого грандиозного органа. Правда, вдогонку поплыли слухи, что его мысль искажена прессой. Но, как мы убедились, пресса высказывает в конечном счете линию руководства страны. Можно не упрекать министра, потому что если бы не его интервью, то было бы другое и другого лица. "Процесс уже пошел..."
